Bankruptcy register searches

The Bankruptcy register search provides online access to the National Personal Insolvency Index (NPII).

NPII is the permanent public record of personal insolvencies. NPII provides information about individuals subject to proceedings under the Bankruptcy Act from August 1928. It does not include any information on company liquidations or administrations.

The Australian Financial Security Authority (AFSA) maintains the NPII. The Bankruptcy register search produces an AFSA extract from NPII that identifies whether:

  • a person is currently or has been bankrupt

or

  • a petition has been lodged against a person in a current effort to make them bankrupt.

If no records are available on NPII, an AFSA results summary extract displays. This extract is also available on the browse list of records when searching by name.

What information is available from NPII?

NPII includes current and historical information on all stages of insolvency, including creditor’s petitions, part X agreements and bankruptcy.

Personal information recorded on the NPII record

  • The name, date of birth (if known), residential address and occupation as disclosed on documents accepted by the official receiver
  • Previous names and aliases (if known)
  • The type of proceeding, the date it started and the administration number
  • The name and contact details of the trustee or administrator of the proceeding
  • The current status of the person and/or the proceeding

All entries on the index are publicly available.

Personal details of a debtor/s are entered into NPII from documents specified in Schedule 8 of the Bankruptcy Regulations. After entry onto NPII, personal information is not changed unless it is incorrect.

Any changes of a debtor/s address and occupation notified after the start of an administration are advised directly to the trustee or administrator. They’re not updated on NPII.

How do I search the bankruptcy register?

Search the bankruptcy register by:

  1. name
  2. AFSA application number
  3. AFSA administration number.

All searches will return a maximum of 50 matches for your criteria. If too many matches return, refine your search.

How do I perform a Bankruptcy register search by name?

The mandatory fields for a name search are family and given name.

For the family and given name fields, you have three search methods as per below.

Search method Recommended use
Starts with Default selection on the search input screen.

Useful to locate a person’s NPII record if you don’t know the exact spelling or name details. For example, ‘STE’ will match ‘Steven’, ‘Stephen’, and ‘Stephanie’.

Exact Returns exact matches. For example ‘Steven’ will only match ‘Steven’.
Contains Useful to locate a person’s record if you don’t know the exact details. For example ‘STE’ will match ‘Steven’, ‘Stephen’, ‘Stephanie’, ‘Estelle’ and ‘Celeste’.

What if I’m looking for a person with only one name?

Enter the single name into the ‘Family name’ field and a hyphen (-) in the ‘Given name’ field.

What optional search criteria can I use when searching by name?

No charge will incur for an initial search if more than 50 records are available. To refine your search, complete the optional criteria of middle name and date of birth.

Middle name

There are five search methods for middle names:

  1. any middle name (the default option)
  2. no middle name
  3. starts with
  4. exact
  5. contains.

Search method Recommended use
Any middle name Default selection on the search input screen. Returns results that have any middle name and match your other search criteria.
No middle name Returns only results with nothing recorded for middle name in the NPII. For example, a search on given name ‘Michael’ and family name ‘Rey’ will match ‘Michael Rey’ but not ‘Michael James Rey’.
Starts with Useful if you don’t know the exact spelling or name details of an individual. For example, ‘Mar’ will match ‘Mary’, ‘Margaret’, ‘Mark’ and ‘Marvin’.
Exact Returns exact matches. For example, ‘Steven’ will match only ‘Steven’.
Contains Useful if you don’t know the exact details. For example, ‘Ste’ will match ‘Steven’, ‘Stephen’, ‘Stephanie’, ‘Estelle’ and ‘Celeste’.

By default, the checkbox is selected to ‘match records with no middle name’. This means that the search will include records without a middle name in your search results.

Date of birth

There are three search methods for date of birth:

  1. any date of birth (default option)
  2. exact
  3. range.

Search method Recommended use
Any date of birth Default selection on the search input screen.

Returns results that have any date of birth and match your other criteria.

Exact Returns exact matches. For example, 01/12/1980 will match only 01/12/1980.
Range Returns results within the ‘From’ and ‘To’ dates you specify. Provide dates in both fields if you select ‘Range’.

Maximum date range is 10 years, for example from 01/01/2005 to 31/12/2014.

Search date range

By default, the search only includes records with a NPII start date within the last 10 years.

To remove the date range limit, deselect the checkbox for ‘Limit my search to only include insolvency records in the last 10 years’.

How do I obtain a copy of the browse result list (AFSA result summary extract)?

When the Bankruptcy register search browse screen displays, the results will include a table to select from. The details in the table include:

  • name
  • suburb at start date
  • occupation
  • start date
  • date of birth
  • if this is a ‘Real’ or ‘Alias’ person.

From this screen, you can order bankruptcy extracts for any of the results. This includes an AFSA result summary extract.

The cost to order one extract from the results is included in the original search fee. Each additional extract you order will incur a separate charge.

Ordering an AFSA result summary extract is treated the same as one extract for charging purposes.

If I receive many results, how do I know which records are for the individual I’m searching for?

The information in the Bankruptcy register search browse list determines which results match the individual. If you need to check your records or consult with someone else, you can leave your Confirm session open.

You have 30 minutes from the start of your initial search to complete it.

Your bankruptcy register browse list will also be available from the Confirm inbox for one day.

How do I perform a search by application number?

Search by application number will return all records that are an exact match to the number you supply. If the application number matches a joint estate number, each estate associated with that number returns.

The following fields are mandatory to search by application number:

  • your reference
  • application number (select state and enter number).

To receive a copy of your search result via email, tick the email checkbox and enter your email address. Once all fields are complete, select $ Search $ to perform a NPII search.

If the search returns no results, an error displays. No fees apply where no matches are found.

If the number of results returned is greater than 50, you’ll be asked to refine the search.

When you receive results, select the extracts required and select $ Order $ to proceed.

From the Bankruptcy register search result screen, you can access your search results either individually or download all extracts into one PDF document.

How do I perform a search by administration number?

The following fields are mandatory to search by administration number:

  • your reference
  • administration number (select state and enter the number, year and check digit).

What is the correct format for an administration number?

Administration numbers are assigned to insolvency administrations. They include:

  1. state where proceedings were initiated
  2. number allocated to entries from that state
  3. start year
  4. single digit that identifies the type of petition.

For example, the administration number VIC9999/00/7 refers to the 9999th debtors petition (Type 7) lodged in Victoria in 2000.

The search will return exact matches. If the administration number matches a joint estate number, each estate related to that number will return.

What is an alias?

An alias is the identity of a person other than their real name. The browse results will list names as a real or an alias name.

What does ‘No record could be found’ mean?

If no matching records are available, the message ‘No record could be found’ displays onscreen.

This result means that the searched name has not been registered on NPII. An AFSA summary extract is available from the Bankruptcy register search browse screen to provide an official extract from AFSA.

What can I do if information on NPII appears to be incorrect?

If you believe that a NPII entry is inaccurate or misleading, please contact the Confirm Service Centre on 1800 773 773 or via email at confirm@citec.com.au.

AFSA will investigate their records and either amend or confirm the entry.

If you’ve completed a bankruptcy register search but haven’t ordered any extracts, you can access the results from your Confirm inbox for the day on which you completed the search.

From the Confirm inbox, select the bankruptcy register search. You can order bankruptcy extracts for any of the results.

Ordering an AFSA result summary extract is treated the same as one extract for charging purposes. If you’ve already ordered an extract, then the AFSA result summary extract will incur an extra fee.

How do I access my search results from the Confirm inbox?

Search results are stored in your Confirm inbox for the day on which you completed your search. From the inbox, you can view, print, or save these files in another location.

To access the Confirm inbox, select the inbox link in the Confirm header. For more information on how to use the inbox, read the Confirm inbox help information.

Can I obtain search results via email?

You can opt in to receive a copy of your search results via email. Simply select the checkbox ‘Please email me a copy of the result’.

To pre-populate your email, follow these steps:

  1. Go to ‘Account info’ in the Confirm header and select ‘Modify your delivery profile’.
  2. Select your profile and ‘Modify’.
  3. Select the checkbox for ‘Set to be default profile’ and save.
